“雙一流”（"Double First-Class" initiative）是黨中央、國務(wù)院作出的重大戰(zhàn)略決策。2015年8月18日，中央全面深化改革領(lǐng)導(dǎo)小組（the Central Leading Group for Comprehensively Continuing Reform）第十五次會議討論《統(tǒng)籌推進世界一流大學(xué)和一流學(xué)科建設(shè)總體方案》，并在當年10月由國務(wù)院印發(fā)。

《方案》提出，到2020年，若干所大學(xué)和一批學(xué)科進入世界一流行列（a number of universities and disciplines are developed into world-class ones），若干學(xué)科進入世界一流學(xué)科前列（a number of disciplines are in the leading position among world-class disciplines）；到本世紀中葉，一流大學(xué)和一流學(xué)科的數(shù)量和實力進入世界前列（the number and capability of first-class universities and disciplines ranks among the best in the world），基本建成高等教育強國（make China an international higher education power）。
